Call for Expression of Interest - Joint collaborative Evaluation between ILO and US Department of Labour (USDOL)

The International Labour Office (ILO) is looking for an external evaluator to be the ILO nominated evaluator in a joint collaborative evaluation between ILO and USDOL to conduct the independent final evaluation of the "Promoting Fundamental Principles and Rights at Work Project – Phase III, in Sri Lanka.”

The evaluation will be carried out by a joint evaluation team of an ILO nominated evaluator and USDOL- as donor, nominated evaluator, working according to joint TORs and with a joint report. A joint evaluation management team of an evaluation manager from ILO and one from USDOL will oversee the evaluation.
The assignment for the ILO nominated evaluator is for approximately 25 days duration, spread over a period of late August to November 2016. The evaluation will include desk-based work as well as two weeks evaluation mission to Sri Lanka during 7-21 September 2016.

The consultant should have a minimum of a Master’s degree from a reputable university, solid experience conducting evaluations, a good understanding of the Sri Lankan context, familiarity with the role of the UN system in addressing labour and human rights issues, as well as an understanding of the ILO mandate and its tripartite and international standards foundations. Candidates should have excellent written and oral communication skills in English.
