St. Vincent and the Grenadines advances in implementation of new labour market information system

A new labour market information system for St. Vincent and the Grenadines will soon be on the horizon for use by policymakers, employers and job seekers

A new labour market information system for St. Vincent and the Grenadines will soon be on the horizon for use by policymakers, employers and job seekers.

The system is the initiative of the Labour Department of the Ministry of Urban Development, Labour, Culture and Electoral Matters, with technical support provided by the International Labour Organization's Office for the Caribbean and the Caribbean Centre for Development Administration (CARICAD).

During the last week of September, the software for the labour market information system was installed at the Labour Department and staff trained on its use. The system, which involved the computerization of the operations and records of the Labour Department, will generate a set of statistical indicators on employment, industrial relations, labour inspection and other services provided by the Labour Department.

At a national stakeholders' meeting which was opened by Mrs Patrice Roberts-Samuel, Labour Commissioner and Dr Giovanni di Cola, Deputy Director of the Office for the Caribbean on 29 September 2010 in Kingstown, consensus was reached regarding commitments for inter-governmental collaboration to put in place a sound labour market information system (LMIS).

Stakeholders were provided with a demonstration of the software previously installed at the Labour Department by Kerwyn Roach, Software Developer and were presented with an overview of the system by Dr. Reynold Simons, ILO Senior Specialist on Employment and Labour Market Policies, who also highlighted the various types of data to be generated from the LMIS.

The system will be expanded shortly to include additional sources of labour market information from the National Insurance Scheme, the Statistical Office and private and public employment agencies as well as employers' and workers' organizations. This would allow agencies to exchange information and generate statistics on employment and the labour market.

The next phase in the implementation of the system will involve the establishment of an internet-based facility for the dissemination of the labour market information to the wider public.

The labour market information system for St. Vincent and the Grenadines is a pilot project of a wider programme for the Member States of the Organisation of Eastern Caribbean States under the ILO's Decent Work Sub-regional Programme for the OECS. The development of a labour market information system will be undertaken in the OECS Member States and will provide sound data for policy development for the OECS Economic Union.

In addition to the development of labour market information systems in the OECS, the Decent Work Sub-regional Programme for the OECS covers three other areas, including the review of labour legislation. In this regard, consultations on the new Labour Relations Bill in St. Vincent and the Grenadines have begun.
