Ms. Ilca Webster

ILO Specialist, Skills and Lifelong Learning

Ms. Ilca Webster joined the ILO in 2016 as a member of the Decent Work Team, ILO Office for West Africa, where she worked in the areas of vocational training policies and strategies, anticipation of skills needs for the future of work, skills for technological change, digitization, green jobs, and transitions to the formal economy.

She assumed the position of Skills and Lifelong Learning Specialist at the ILO Decent Work Team and Office for the Caribbean in January 2023. She holds a PhD on Socioeconomic Impacts of Technologies from the Federal University of Rio de Janeiro and the University of Toronto, Canada.

Prior to joining the ILO, Ms. Webster was a lecturer at the University of York in Canada and held several positions in the areas of education, research and project management in North and South America. She is the author of several publications on competencies for workforce development from SENAI, the National Service of Industrial Training in Brazil.
