Mihai Balan is a beneficiary of the ILO project "Promotion of Youth Employment", which is financed through the ILO Regular Budget Supplementary Account.

Impact of pandemic requires massive state intervention in North Macedonia: ILO and EBRD advise government on labour market after coronavirus

The ILO Office for Central and Eastern Europe and the European Bank for Reconstruction and Development (EBRD) established a joint task force to assess the impact of the coronavirus crisis on the region’s economies. The EBRD/ILO Task Force was invited by the Economic and Social Council in North Macedonia to support the development of policy responses when the public health threat developed into a global pandemic with economic consequences.

COVID-19 rapid assessment: Federation of Employers of Ukraine releases business impacts and responses

The Federation of Employers of Ukraine (FEU), the largest and most representative employer organization in the country, conducted a survey between 10 and 27 April, 2020 to scan the impact of the COVID-19 pandemic among its member enterprises. 121 enterprises responded to the survey which is based on the ILO “Enterprise survey tool: Assessing the needs of enterprises resulting from COVID-19”.

Rapid assessment of Montenegrin Employers Federation reveals extent of COVID-19 impact on businesses

The Montenegrin Employers Federation (MEF) presented the findings of the first rapid assessment of the impact of the COVID-19 pandemic on enterprises in Montenegro on 20 May, 2020. The assessment involved 430 businesses which responded to the survey between 10 and 30 April. The survey was based on the ILO “Enterprise survey tool: Assessing the needs of enterprises resulting from COVID-19” and conducted in partnership with the European Bank for Reconstruction and Development (EBRD).

ILO forecasts Western Balkan economies will lose 11.6 per cent hours worked in Q2 due to pandemic

ILO global estimates show that the COVID-19 crisis is causing an unprecedented reduction in economic activity and working time. The ILO estimates for quarter 2 indicate that the Western Balkans will lose 11.6 per cent of hours worked due to the Covid-19 pandemic. This is equivalent to 810,000 employment losses in terms of full time posts (assuming 40 hours per week).

Introducing CEELex, the labour legislation database for Central and Eastern Europe

The ILO recently launched CEELex which is the only searchable, English-language online database offering information on the national labour laws in Central and Eastern Europe. Established in 2015 to respond to an increasing demand of policy makers for technical advice on labour legislation, CEELex has recently gone public to reach a wider audience. The topics covered by the new online platform range from collective bargaining to working conditions (i.e. minimum wage, working hours), termination of employment contracts, labour dispute resolution, and non-standard forms of employment.

Making Dual VET work: Lessons learnt from Montenegro

What is the most effective way to learn a new skill? Most people will say “through practice”. It is well-known that increasing the share of company-based learning in Vocational Education and Training (VET) yields much learning effects than school-based training only. A recent evaluation of Dual VET in Montenegro by ILO and the European Training Foundation (ETF) showed promising results. Almost 60% of dual TVET students found a work after graduation while the placement rate under the traditional school based system is around an estimated 30%.
