The ILO publishes a wide range of books, reports, working papers, training manuals relevant to the world of work in Central and Eastern Europe. Some of these can be downloaded directly.     The fight against poverty and social exclusion is a central concern of the EU (European Union) and the Member States. The EU employment guidelines have, since the launch of the European Employment Strategy in 1997, focused on prevention of overall unemployment. The Lisbon strategy (March 2000) also contained explicit goals for the next decade to modernise the European social model, invest in people, combat social exclusion and eradicate poverty by 2010. Through the EU Social Protection and Social Inclusion Process, the EU coordinates and encourages Member States’ actions to combat poverty and social exclusion, and to reform their social protection systems.

  4. Final evaluation report: Project youth employment partnership in Serbia

    Against a backdrop of economic restructuring, enterprise privatization and raising unemployment - especially among young people with low educational levels - the main thrust of the Project Youth Employment Partnership in Serbia, funded by the Government of Italy, revolved around two major components that combined the strengthening of the capacity of labour market institutions to implement youth employment policies with demonstration programmes directed at the creation of more and better jobs for youth.

  5. Activities for Combating Child Labour and Traffiking in Children in Albania 2001-2010

    The transformation to a market economy in Albania generated a large shadow economy in which child labour is widely used. A whole series of socioeconomic factors exist to explain this situation: economic decline, lack of schools and teachers in certain regions, family breakdown, lack of awareness of the importance of schooling, discrimination against ethnic minorities.

  6. Gender Mainstreaming at the Labour Market of Ukraine and Role of the Public Employment Service

    This report is the outcome of the project on Gender Mainstreaming in the Public Employment Service of Ukraine (PES), initiated by the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe in Budapest within the large-scale project "Gender Equality in the World of Work," implemented in Ukraine by the ILO and co-funded by the European Union and the ILO. The main objective of the project is to develop an action plan for the Public Employment Service (PES) of Ukraine to improve its capacity in developing and implementing gender-sensitive labour market policies, programmes and services. The project also aims to ensure that the PES proactively encourages equal outcomes regarding male and female employment and vertical and horizontal gender desegregation of the labour market.

    Working women and men in Serbia are currently suffering the effects of the global financial and economic crisis. Serbia, among other countries in the region, has been deeply affected by the crisis and therefore it has become vital to reinforce trade union capacity to plan strategically as a response to the rapid changes in the economic, social and political environments. With the goal of strengthening efforts to mitigate the effects of the crisis on working people this publication aims to support the leaders and experts of workers' organizations in developing policy proposals and negotiating on behalf of their members.

  9. Promoting Economic Diversity in Ukraine: The role of the business enabling environment, skills policies and export promotion

    This report examines to which extent the concentration of Ukraine’s production and export structure has contributed to turning Ukraine into one of the countries hardest hit by the global economic and financial crisis. It then discusses the role increased diversification can play in reducing the country’s vulnerability to future shocks and bringing the country back onto a strong and sustainable growth path. It proceeds to analyze obstacles to enhanced diversification and sustainable growth in terms of the business environment, the availability of skills, and the situation of global markets for Ukrainian exports. While an analysis at the aggregate level can give useful guidance as to possible policy directions for enhancing economic diversification, an in-depth analysis of individual sectors is useful – if not necessary - in order to design concrete policy proposals. It is for this reason that two sectors will be analyzed in more detail in this report: the basic metal and metal processing industry and the tourism industry with a particular focus on the hotel sector.
