This Resource Guide presents international instruments, good practices, resources and lessons learnt in the field of labour market inclusion of young people, especially of Roma. The findings derive from projects of the ILO, its national and international partners and other actors.

With this Resource Guide, the ILO hopes to enhance the knowledge and understanding of all stakeholders about Roma in the labour market, highlighting the discrimination, marginalization and lack of access to resources and services this group faces; support tripartite partners in policy development, civil society organizations working on Roma issues, and community leaders in advocating for the promotion of decent work for Roma youth; contribute to the adaptation of experiences and good practices to promote the labour market inclusion of young people in Roma communities in Central and Eastern Europe.

Each booklet of the Resource Guide presents an overview of main issues and challenges in a key area, followed by a presentation of approaches and good practices to address these challenges. Recommendations for government action are presented. Each booklet contains a section on tools and resources that can help all interested actors to develop effective policies and programmes.
