Regional Tripartite Conference on the Formalization of the Informal Economy

Tripartite representatives from Europe and Central Asia exchanged experiences and formulated coherent policies and programmes to facilitate the transition to formality.

Bečići, Budva – A Regional Tripartite Conference on the Formalization of the Informal Economy was organized by the International Labour Organization (ILO) and hosted by the Government of Montenegro on 15-16 September 2015 in Bečići, Budva, Montenegro.

The two-day conference provided an opportunity to participating Ministers and representatives from Governments, workers’ and employers’ organizations from sixteen countries as well as to ILO representatives to share experiences and formulate coherent and tailored policies and programmes to boost the fight against informality in the Region.

The conference was inaugurated by Mr Vujica Lazović, Deputy Prime Minister of Montenegro, Ms Fiona McCluney, UN Resident Coordinator; Mr Heinz Koller, ILO Assistant Director General and Regional Director for Europe and Central Asia as well as by employers’ and workers’ representatives from Montenegro.

Keynote presentations were delivered by Ms Zorica Kovačević, Minister of Labour and Social Welfare of Montenegro and by Ms Azita Berar Awad, ILO Director of the Employment Policy Department about the newly-adopted ILO Recommendation on Transition from the Informal to the Formal Economy (No. 204).

The conference was organized in the context of “The Oslo Declaration: restoring confidence in jobs and growth” that called upon the ILO to provide assistance to constituents on specific challenges. It was also the first of several regional events as a global follow up to the adoption of the Recommendation on Transition from the Informal to the Formal Economy.
