After the Nahr El Bared camp (NBC) crisis and the total destruction of the camp with around 4,855 displaced families, UNRWA launched an Emergency Appeal to meet the emergency needs of the affected population and to plan for the safe return of displaced residents to Nahr el-Bared. At the same time, the Government of Lebanon launched a separate appeal to respond to the needs of the affected Lebanese population. Accordingly, there were many interventions contributing towards both reducing regional disparities and promoting peace through the reduction of tensions between Lebanese and Palestinian communities, and ensuring the smooth return of refugees to NBC adjacent areas. This project complemented and up-graded activities already implemented, in particular within the NBC adjacent area (in areas such as water and sanitation or electricity). The project aimed to expand UN interventions in the NBC adjacent area, with harmonized objectives between the Palestinian and Lebanese communities. The project also aimed to provide the platform for a future return of the refugees to NBC “old camp”; as well as to ensure that coordination of recovery efforts, both at the cluster / sector level and through the early recovery network (or inter-cluster framework), are enhanced.
The development objective of the project is to provide the necessary assistance and relief to Palestinian refugees in Lebanon and the most vulnerable Lebanese affected by the conflict in the Nahr el Bared refugee camp and its repercussions. It focuses on:
- Assisting Palestinian refugees and the most vulnerable Lebanese affected by the conflict in the Nahr el Bared refugee camp through an improved coordination of the integrated relief and recovery efforts, including the provision of livelihoods, basic social services and rehabilitation of infrastructure.
Upon completion of the project, the following results will be achieved:
- Coordination of NBC adjacent area response operation at the field level improved.
- Living conditions improved through basic infrastructure rehabilitation in NBC adjacent areas.
- Response of stakeholders improved through active participation of Municipality services and adherence to standards and best practices in order to guarantee sustainability of interventions.
