ILO and Iraq’s Minister of Labour and Social Affairs discuss on-going collaboration under the Decent Work Country Programme

The meeting focused on the development of a National Employment Policy to facilitate job creation, improve working conditions and promote social and economic development.

A meeting was held between Iraq’s Minister of Labour and Social Affairs, Adel al-Rikabi and ILO senior representatives, including ILO Deputy Regional Director for Arab States Frank Hagemann to discuss on-going collaboration and recent progress under the Decent Work Country Programme in Iraq, which promotes job creation, social protection and rights at work.

The meeting was also attended by the Director General of the Department of Labour and Vocational Training at the Ministry of Labour and Social Affairs, Raed Jabbar Bahedh, ILO’s Country Coordinator in Iraq, Maha Kattaa and ILO’s Senior Employment Policy Specialist for Arab States, Tariq Haq.

The meeting focused on the development of a National Employment Policy to facilitate job creation, improve working conditions and promote social and economic development. Within the framework of the current Decent Work Country Programme for Iraq, the ILO is providing technical support, including policy advice and capacity building to the Government of Iraq and its social partners across the different phases of the process; from preparation to the implementation of the National Employment Policy.

As part of these efforts, the ILO has partnered with the Central Statistical Organization (CSO) and Kurdistan Statistical Organization (KRSO) in Iraq, to implement the first national Labour Force Survey (LFS) in a decade. 

Based on the survey results, a new evidence-based National Employment Policy (NEP) will be developed by relevant tripartite stakeholders in Iraq. This new NEP will look into the immediate needs of livelihoods creation and emergency employment in addition to addressing the medium- to longer- term structural challenges and decent work deficits facing women and men in the Iraqi labour market.

In December 2019, the ILO signed and launched a new Decent Work Country Programme (DWCP) in Iraq in partnership with the Government and social partners for the period 2019-2023. Under the programme, the ILO is working with government, worker and employer organizations to support national initiatives under three key priorities: supporting private sector development and job creation; strengthening social protection and addressing child labour; and strengthening labour governance and social dialogue.
