Evaluation of pilot activities of National Framework to Combat Child Labour

A meeting to review the progress in the pilot implementation of the National Framework to Combat Child Labour (NFCL) in Zarqa, Mafraq and Amman Governorates

Representatives of the Ministries of Labour, Social Development and Education will review progress in the pilot implementation of the National Framework to Combat Child Labour (NFCL) in Zarqa, Mafraq and Amman Governorates - where activities are being conducted in collaboration with the International Labour Organizations’s International Programme to Combat Child Labour (IPEC).

The Jordanian government adopted the National Framework in August 2011. It outlines the roles and responsibilities of the three ministries in identifying cases of child labourers, withdrawing them from work, providing them with appropriate education and social services and following up cases through monitoring.

The ILO provides technical support to government, social partners and civil society on the practical implementation of the National Framework as part of the U.S. Department of Labor funded project “Moving Towards a Child Labour Free Jordan.”

These discussions will contribute to the overall project activities and objectives, including review and reform of the child labour policy, and in terms of assisting the three Ministries in vital structural and systemic decision-making.

Objectives:

  • To support the strategic programming of the pilot activities of the NFCL for the remaining period (July 2013 to March 2014), through a detailed evaluation of activities since March 2013 in Zarqa, Mafraq and Amman Governorates.
  • To facilitate discussions between Seagull Technology, the National Database on Child Labour, and the national and the Directorate on challenges remaining in the design and processes of the database.
  • To ensure the elaboration of a detailed list of recommendations for structural and systemic modifications within each of the three ministries, including mandates, communication and inter-ministerial coordination.
