2023/09 TERMS OF REFERENCE: Building the capacity of healthcare providers on Mental Health Gap Action Programme (mhGAP)-Intervention Guide (IG)


Better work Jordan is implementing a mental health project to enhance the mental health of migrant workers in Jordan. The project started in January 2021, aiming to become more resilient against mental health risks, including seeking psychosocial support when necessary. Besides target factories and the mental health referral system, they reach more workers needing psychosocial support, including women and migrant workers.

WHO launched the WHO Mental Health Gap Action Program (mhGAP) in 2008, intending to scale up care for mental, neurological, and substance use (MNS) disorders. This program aims to enhance the capacity for early detection and management of mental health problems for non-specialist healthcare providers. This is to be done by improving the knowledge, skills, and attitudes on mental health and supporting actual practice change and integration to accommodate mental health into primary care practice. The general objectives of this consultancy are:
 1- Build the capacity of health care providers at the primary health care level of the garment factories clinics on mhGAP-IG (Intervention Guide) to improve individual clinicians’ proficiency in the diagnosis and management of Mental Health (MH)
 2- Provide the mhGAP program participants with the necessary tools to enable the integration of MH interventions into their clinical practice.
 3- Provide regular monthly supervision to the mhGAP program participants.

Towards an inclusive national social protection system and accelerating decent job opportunities for Syrians and vulnerable Jordanians”, is a joint program between the ILO and UNICEF that is funded by the EU MADAD Fund.

This ILO-UNICEF Joint Programme serves to support the implementation of the Jordanian National Social Protection Strategy (2019-2025). In addition, the project aims to support the Government of Jordan (GoJ) in achieving a sustainable social protection system by supporting government institutions in building evidence towards enhanced evidence-based policymaking.
The overall objectives of this ToR is to contract a consultant/ consulting company to conduct the business analysis for an analytical tool/ dashboard for the National Social Protection Strategy, as a data visualization tool and display including the most important information and data needed to support the decision-making process for policymakers in the social protection sector in Jordan and specifically MoSD as a lead on this sector, the focus will be to present data in a clear and approachable way that facilitates the decision-making process for its users, regardless of their level of expertise..

Furthermore, it advances socio-economic development and contributes to national cohesion and solidarity through income-generating jobs, skills development and improved public services.

The ILO Centenary Declaration for the Future of Work, adopted by the ILC in 2019, emphasizes the need “to shape a future of work with full, productive and freely chosen employment”. It states that ILO constituents view productivity as a catalyst for creating decent work, inclusive growth and shared prosperity. The topic of productivity as a driver for decent work and inclusive growth has traditionally arouse the interest of ILO constituents. The discussion on Decent Work and Productivity during the 341st session of the ILO Governing Body of March 2021 showed that increasing productivity is a shared concern of ILO constituents and called for an integrated and inclusive long‐term approach for productivity growth that takes into consideration global trends, technological innovations, health and political crisis as well as climate change effects on sectors and communities.

The ILO Regional offices in the Arab States (ROAS) as well as the ILO in other regions, in particular in Africa have been engaged in responding to this priority. “The National productivity organizations: repositioning for relevance and impact” covering the Caribbean was published in in 2020 and an” Assessment of the state of national productivity ecosystems for enterprises in African Union member states” in partnership with the Pan African productivity association (PAPA) is under preparation.
