Extending Old-age Insurance Coverage in the People’s Republic of China

In 2004 and 2005 the ILO undertook a study, in cooperation with the Ministry of Labour and Social Security (MOLSS) of the People’s Republic of China, to identify ways to extend the coverage of China’s old-age insurance system.

The ILO study consisted of three parts. The first was the preparation of a report entitled Evaluation of the Social Security System in China and the Plan for Extending Social Security Coverage. This report, compiled by a team from the MOLSS, documented the development and current status of social
security in China as a whole and in Fujian province in particular. It served as a background paper for the second part of the study, which consisted of a mission to China by a Study Team of international experts.
