Tripartite workshop on Maritime Labour Convention, 2006

China has recently registered its ratification of MLC, 2006 with the ILO. The training workshop is to assist the Chinese inspectors to meet all the requirements of MLC and Chinese laws and regulations to implement MLC.

Background

On 12 November, China formally registered its ratification of the Maritime Labour Convention, 2006 (MLC 2006), which is anticipated to have a strong impact on the working and living conditions of the world’s seafarers.

China is a leading maritime nation in the world. It has a large fleet, currently ranking number 4 globally in terms of gross tonnage. More than 400,000 Chinese seafarers are engaged in international shipping. China has a long coastline and some of the world's largest and busiest ports are located here. Application of Maritime Labour Convention, 2006 in China is of great significance to both Chinese seafarers and international shipping.

The Government is now working hard to get its MLC inspection and certification under way. There is also a pressing need to equip the inspectors with knowledge of Chinese laws and practices to implement the MLC, 2006, and to raise awareness of the seafarers and ship-owners of their rights and obligations under the binding Convention. This training workshop would lay a sound foundation and pave the way for the Government to further boost its efforts to meet those needs.

Objectives

  • To familiarize participants with the requirements of the MLC, 2006 and Chinese laws and regulations to implement MLC, 2006;
  • To strengthen the capacity of inspectors to ensure better quality in inspection of seafarers’ working and living conditions on Chinese and foreign flagged ships;
  • To identify areas for further cooperation between the ILO and the Government of China on MLC, 2006.

Participants

45 participants from labour inspectorate at different level of labour administration, Maritime Safety Administration, State Administration of Work Safety, Ship Owners’ Association and Seafarers’ Trade Unions.
