ILO signs agreement with Consulting and Training Centre of China Enterprise Confederation for implementing SCORE project

The ILO and the China Enterprise Confederation (CEC) have signed an agreement to build capacity for CEC's Consulting and Training Centre to gradually take the lead on ILO's SCORE training and carry it forward independently after 2016.

BEIJING (ILO News) - Today, the ILO and the China Enterprise Confederation (CEC) signed an Agreement establishing cooperation for the next 3 years (2014 to 2016) sustaining sustainable enterprises in China.

The agreement sets out a cooperation framework to build capacity within CEC’s Consulting and Training Centre to gradually take the lead on SCORE training and carry it forward independently after 2016.

SCORE stands for Sustainable, Competitive and Responsible Enterprises. SCORE is an ILO technical cooperation programme that provides practical training and in-factory counselling services to improve productivity and working conditions in small and medium enterprises (SMEs).

Mr Li Jianming, Vice-president of CEC, highlighted that this cooperation will be a good opportunity for CEC and Chinese enterprises to enhance management capacity in the context of great importance attached by the Chinese government to improving employment quality in the context of economic transition and industrial upgrading.

Mr Tim De Meyer, Director of the ILO Country Office for China and Mongolia recalled the long-standing cooperation with CEC and said the Agreement would bring it to a new level. As the biggest ILO technical cooperation project in China now, SCORE was a key instrument in promoting the employment quality in the development process of China. This project would also enhance the standing of large Chinese enterprises in the international arena by raising their awareness of the importance of improving working conditions in enterprises down the supply chain and by sensitizing their responsibilities in sourcing from SMEs.

Ms Zhang Yanyan, Director of the Consulting and Training Centre of CEC stressed the importance of training of trainers and capacity building that SCORE would provide for the Centre.

Mr Gregor Muischneek, Advisor of the Political Section of Embassy of Switzerland also participated as donor representative. He emphasized that this Agreement laid a good foundation for the sustainability of the programme. The cooperation with the Centre would broaden SCORE’s outreach and benefit more Chinese SMEs.

The Centre will first train five local trainers in Ningbo, Zhejiang Province. The first round of ten enterprise training programmes in 2014 will focus on two SCORE modules: workplace cooperation and quality management. Through the piloting of SCORE training, it will build capacity in the Center to work with local government and business service providers and train more SMEs in Ningbo.
