The ILO/Korea Partnership Programme began operations in 2004, following the signing of a Memorandum of Understanding by the Ministry of Labour, Republic of Korea (MOL-ROK) and the International Labour Organization (ILO) in October 2003. Subsequently, partnership agreement to implement programme activities in collaboration with Korean Partner Institutions was established.
Thematic areas
The ILO/Korea Partnership Programme has a clear goal, to support the realization of the Asian Decent Work Decade that was launched in 2006 at the 14th ILO Asian Regional Meeting in Busan, Republic of Korea. The ILO/Korea Partnership Programme supports the following areas which have been identified as ILO regional priorities:
- Competitiveness, productivity and jobs;
- Labour market governance and social protection;
- Labour migration;
- Green jobs.
Institutional framework
The ILO/Korea Partnership Programme, under the guidance of the ILO Regional Office for Asia and the Pacific (ROAP), works in close collaboration with specialists in ILO sub-regional offices and ILO country offices in the target countries in the region. The ILO/Korea team is responsible for the operation of the Programme. Technical departments of ILO Geneva participate in delivering components, particularly for work items outside Asia and the Pacific region.
An Executive Committee Meeting is normally organized once a year, as a mechanism for MOL-ROK, Korean Partner Institutions and the ILO to share experiences and lessons learned, report the progress of continuing activities and agree upon the forthcoming year’s work plan.
Korean partner institutions
The Programme’s priority areas of work are implemented in partnership with relevant Korean institutions that have committed to extend their knowledge and technical expertise, training facilities, personnel, funds, and institutional network in the implementation of project activities. These Korean partner institutions include:
- Human Resources Development Service of Korea (HRDK)
- Korea Employment Promotion Agency for the Disabled (KEPAD)
- Korea University of Technology and Education (KUT)
- Korea Research Institute for Vocational Education and Training ((KRIVET)
- Korea Employment Information Service (KEIS)
- Korea Labor Institute (KLI)
- Korea Workers’ Compensation and Welfare Service (COMWEL)
- Korea Occupational Safety and Health Agency (KOSHA)
Geographical coverage
Cambodia, China, Indonesia, Lao PDR, Malaysia, Mongolia, Nepal, Philippines, Sri Lanka, Thailand, Vietnam and other Asian countries. In addition, activities managed through technical departments at the ILO’s Geneva headquarters also cover other countries outside the Asia Pacific region.
