Background
The management of labour migration is one of the most complex challenges for governments because of its profound impact and consequences not only on the economy but on society as a whole. The problematic issues that have arisen include concerns over displacement of local workers, discrimination and xenophobia, clandestine movements, order and national security, on the one hand, and maintaining competitiveness, stabilizing wages, and supporting small industries, on the other. In spite of its complexity, there are no programmes or institutions in the Asian region that offer training on the subject. Most administrators only acquire some knowledge through experience but in many countries even this route is of limited value on account of systems for rotating administrative cadres between jobs. These have had the consequence of widening gaps between policies and outcomes, and general concerns over the ability of governments to regulate migration.
The ILO/Korea partnership program envisages a review of the whole recruitment process, pre-departure and post–arrival training of migrant workers under the EPS system. There are three components of the project which include : 1) The survey of migrant workers conducted jointly by ILO and HRD Korea in 2007 which identified many of the issues that need to be addressed to improve the system of recruitment and training of workers seeking employment in Korea. 2) National workshops and training of trainers on pre-departure program were undertaken in four countries sending workers to Korea in 2007 and early 2008 enabled the better dialogue between the origin and destination countries.
As a result they are able to agree on practical solution to the problems in the recruitment and fostering closer cooperation between the authorities in the origin countries and labour and immigration authorities in the receiving country .
The third component envisages annual training seminar for high-level officials responsible for managing migration in both origin and destination countries. Under the fellowship program, a training course will be organized to contribute to the improvement of administrative system in the management of migration.
Objectives
- To enable the high-level officials responsible for managing migration in origin and receiving countries to exchange their experiences in implementing the EPS with concerned agencies in Korea;
- To make recommendations for the improvement of the administrative system in the migration management under the EPS.
Participants
Twenty persons who are high level officials responsible for managing migration in the origin countries under the MOU and ILO/EU Project including Mongolia, China, Philippines, Indonesia, Sri Lanka, Pakistan, Vietnam, Cambodia and Thailand and Uzbekistan.
