Background
This international training programme aims to assist the fellows in contributing to the development and implementation of national OSH programmes in their countries. The training programme will reflect the new ILO promotional framework convention concerning occupational safety and health (No.187) adopted in 2006. This Convention is increasingly applied in many counties in Asia to develop and implement national OSH programmes. The latest, practical OSH development experiences in the Republic of Korea will be fully introduced and discussed.
The training is jointly organized between the ILO and the Korean Occupational Safety and Health Agency (KOSHA) within the framework of the ILO/Korea Partnership Programme. KOSHA is a renowned OSH research and training institute in Asia and has a broad range of OSH experiences at national policy and workplace levels. The training programme will include key and emerging OSH issues in the region such as legislation, enforcement, OSH management systems, occupational injury reporting systems, extending OSH protection to small enterprises and small construction sites, and OSH of migrant workers. The participants will attend the 18th World Congress on OSH to be held in Seoul from 29 June – 2 July 2008 as part of the programme and receive practical information on national OSH programme developments at international level.
Objectives
At the end of the fellowship programme, the participants will have been able to:
- identify priority needs in improving national OSH programmes and policy frameworks in line with the ILO Convention, No.187;
- have clear visions and ideas to strengthen national OSH systems such as legislation, enforcement, reporting, advocacy or training;
- plan and organize practical OSH training activities for workers and employers;
- have practical ideas to extend OSH protection to small enterprises, or migrant workers.
Prior to attending the fellowship training, each country delegation is requested to provide a written ‘Country Report’ according to the outline provided. As part of the fellowship programme, each will be asked to make a presentation so that all participants can learn from each country’s experiences.
Participants
One participant each will be invited from Bangladesh, Brunei, Cambodia, China, India, Indonesia, Iran, Lao PDR, Malaysia, Mongolia, Pakistan, Philippines, Sri Lanka, Thailand, Timor Leste and Vietnam.
Training contents
1. New ILO Promotional Framework for OSH Convention and Recommendation and the 2003 ILO Global Strategies on OSH.
2. Development of OSH legal frameworks in Republic of Korea.
3. Visits to both small and medium-sized construction sites with the checklist application.
4. Practical measures to improve OSH in construction sites, particularly small construction sites.
5. Country reports from the participants on their construction OSH activities and group discussions.
6. Practical measures in enforcement (labour inspection etc.).
7. Practical application of OSHMS.
8. Occupational accidents and injuries reporting systems.
9. Safety and health of migrant workers.
10. Participation to the 18th World Congress on OSH and group discussions on the global trends on national OSH programme developments in line with ILO Convention No.187.
