The Government of Thailand made a policy commitment to implement free, universal education for all children in its territory. This was supported by a cabinet resolution in July 2005 that provided for access to the public school system for stateless and migrant children, regardless of registration status. However, only a fraction of all migrant children has engaged this opportunity.
