Government, employers and trade unions launch Thailand’s first Decent Work Country Programme (2019-2021)

Launched at a ceremony celebrating a centenary of partnership between Thailand and the ILO, Thailand’s first Decent Work Country Programme (DWCP) sets to promote and advance decent work in the country.

THAILAND (ILO news) –  The Royal Thai Government, workers’ and employers’ organizations launched the country’s first Decent Work Country Programme, 2019-2021, marking a centenary of partnership between Thailand and the International Labour Organization (ILO).

The Memorandum of Understanding (MoU) was signed by the Ministry of Labour, the Employers’ Confederation of Thailand, the Thai Trade Union Congress, the Labour Congress of Thailand, the National Congress Private Industry of Employee, the State Enterprises Workers’ Relations Confederation and the ILO Country Office for Thailand, Cambodia and Lao PDR at a ceremony, celebrating a centenary of partnership for decent work between Thailand and the ILO (1919-2019).

The ceremony, attended by over 350 participants, was part of a 24h global tour of events webcast worldwide to mark the ILO’s centenary. It was followed by a tripartite dialogue on the Future of work in Thailand.

Presiding over the Partnerships for Decent Work ceremony, the Minister of Labour, H.E. Police General Adul Sangsingkeo, said: “the launch of Thailand’s Decent Work Country Program symbolises Thailand’s commitment to work with the ILO to promote the protection of labour rights, the creation of social justice, and demonstrate our readiness to move forward, securely, hand-in-hand into the next century.”

Decent Work Country Programmes (DWCPs) are the main framework for delivering ILO’s support to countries, and are focussed on a number of priorities and outcomes.

The Director of the ILO Country Office for Thailand, Cambodia and Lao PDR, Mr Graeme Buckley, said: “Thailand is one of the founding member States of the ILO. This first Decent Work Country Programme is a landmark in the 100 year history of the relationship between Thailand and the ILO: for the first time we have a tripartite endorsed country programme that will guide our ever closer collaboration over the coming years.”

Thailand’s DWCP is aligned with the national goals of the Government, as well as with the broader UN sustainable development agenda. Its implementation is based on partnership between the government, employers and workers as well as technical assistance from the ILO and with support from international donors.

Priorities of Thailand’s Decent Work Country Programme (DWCP) 2019-2021:

  • Promote an enabling environment for the growth of decent and productive employment
  • Strengthen labour protection, especially vulnerable workers
  • Strengthen labour market governance in line with international labour standards
