Decent Work in the Pacific

Employment (in particular for young men and women; enterprise and entrepreneurship development and the elimination of child labour from the workplace)

Protection at work (through improved social security and conditions of work; and HIV & AIDS workplace policy support)

Mechanisms for the promotion and strengthening of effective dialogue and tripartism

In the Pacific region, the process of formulating DWCPs for the 8 member countries has begun in 2008 with a DWCP mission to PNG, and the subsequent drafting of a DWCP. A lot of preparatory work has already been done in the Pacific member countries which the current process of formulating DWCPs builds on. The ILO Office for Pacific Island Countries works closely with ILO constituents throughout the entire process of formulating DWCPs for the member countries. Tripartite meetings are a crucial component during the DWCP mission to the member countries. Following the drafting of the DWCPs, constituents are invited to provide comments. Before the finalisation of the DWCP, the draft is also scrutinised by ILO’s quality assurance mechanism.

In each of its member states, ILO’s contribution is firmly integrated with the national development strategy and regional and international efforts supporting it. DWCPs are the specific ILO contribution to international development frameworks such as the United Nations Development Assistance Framework (UNDAF), national MDG strategies and other integrated development plans. Full involvement of ILO constituents and partnerships with national and international actors and institutions are essential to DWCPs and indispensable to their success. In addition to international development strategies, DWCPs in Pacific member states are aligned with the major regional development framework, most notably the Pacific Plan.

A high level Ministerial Meeting for Pacific member states is planned for October 2009. The purpose of the Ministerial Meeting will be to examine the DWCPs and provide further high level guidance; hence all DWCPs will have to be formulated in advance of this meeting.
