Provincial Training of Trainers (TOT) on Work Improvement in Small Construction Site (WISCON programme) in Luang Prabang, Lao PDR

Objectives

  1. To build capacity for trainers in coaching new trainer from provincial and district level on Occupational Safety and Health in Small Construction Site.
  2. To contribute to the promotion of a preventative safety and health culture in the construction sector.
  3. To extend OSH protection in the small construction sites in Luang Prabang province.
  4. To transfer the WISCON programme and conduct the follow-up activities at the workplace for improving the working conditions and the productivity in the small construction sites.
  5. To improve capability, capacity and strengthen the ability of OSH and inspectors to carry out inspections and to promote development and use of prevention-focuses practices and techniques in Occupational Safety and Health
  6. To provide additional technical support for the workshop about “Risk assessment methodology, Fire & Electrical safety, Machine safety, Chemical safety” through pre & post assessment for participants
  7. To discuss with Ministry of Labour and Social Welfare (MOLSW) about follow-up activities in 2020.

Outputs

  1. A provincial training course was held for 18 new trainers in Luang Prabang, Lao PDR from October 14 - 15 2019. The course was the Training of Trainers on Work Improvement in Small Construction Sites (TOT/WISCON). Under the ILO/Korea Partnership Programme, it was jointly conducted by the ILO-BKK and MOLSW in cooperation with a KOSHA consultant who is a construction safety specialist.
  2. In a number of session for WISCON programme such as “Material handling, Work posture, Work at height, Machine safety, Physical environment, Welfare facility” and other essential OSH sessions such as “Fire safety, Electric safety, Risk assessment, and Chemical safety” had been carried out during the training course including group discussions and group presentations.
  3. Discussion and plan sharing were carried out with staffs of MOLSW about ILO-Korea OSH activities in Lao PDR for year 2020 after the provincial TOT/WISCON workshop.
  4. There was a significant increase in the score for between pre and post assessment (average score of pre 25.9% and post 76.0% out of 100%). The results of post assessment were beyond evaluator's expection.
