Singapore joined the ILO in 1965. It has one of the most developed economies in Asia and the Pacific and some of the fewest barriers to trade. Singapore has ratified 27 ILO Conventions, including six of the eight core Conventions: No.100 (Equal Remuneration), No. 98 (Right to Organizing and Collective Bargaining), No.138 and No.182 (on Child Labour), and No.29 and No.105 (on Forced Labour), though in 1979 it denounced Convention No.105.
Singapore has also ratified the ILO Tripartite Consultation (International Labour Standards) Convention (No.144) and the Maritime Labour Convention (MLC). More recently, in June 2012, during the International Labour Conference, Singapore ratified the Promotional Framework for Occupational Safety and Health Convention, 2006 (No. 187).
In June 2011, the ILO and Singapore’s Ministry of Manpower signed a Partnership Agreement for a Collaborative Programme on Labour and Workplace Practices. It was agreed that such cooperation should be structured along three main areas of intervention: (i) Occupational Safety and Health; (ii) Productivity and Skills Development; and (iii) Tripartism and Social Dialogue. The economically and socially important area of migration is addressed as a cross-cutting issue. On the basis of this agreement, the ILO and Singapore are developing a two-year technical cooperation programme.
The ILO’s activities in Singapore focus on building the capacities of each of the constituents to engage in cross-national partnerships of knowledge-sharing and training with an emphasis on developing a (triangular) South-South cooperation model with other ASEAN member countries. Interaction on issue of OSH has been the most prominent area of cooperation between Singapore and the ILO with the former hosting frequent ILO meetings and fellowship programmes.
The ILO’s technical cooperation initiatives with Singapore are conducted via the ILO’s Regional Office for Asia and the Pacific, based at Bangkok, Thailand.
