  1. Capacity Building Workshop on Strengthening the Role of Labour Attachés in Thailand: Ethical Recruitment

    The International Labour Organization ASEAN TRIANGLE Project and the Ministry of Labour, Thailand, have launched a series of consultations with labour attachés and embassy officials from Cambodia, Laos PDR and Myanmar now posted in Bangkok to strengthen dialogue between the ministry and labour attaches and consular officials. The third consultation of labour attaches, addressing the issue of ethical recruitment and hiring procedures, will be held on the 29th July 2015.

    The GMS TRIANGLE project is constantly changing and adapting to migrant worker issues, but this quarter has seen a focus on the future. Project staff have been busy designing a potential second phase and considering how to take GMS TRIANGLE forward - including increasing attention to women migrant workers' experiences and engagement with the private sector.

    Up to 300,000 young people enter the Cambodian domestic labour market each year. Limited job opportunities at home, coupled with attractive wage differentials in nearby countries, mean migration is an attractive option for Cambodian workers. The primary destination is Thailand, with workers migrating into the fishing, agriculture, construction, manufacturing and domestic work sectors.

    Although economic growth and structural transformation in Lao People’s Democratic Republic has continued at a rapid pace, the transition out of agricultural employment has remained relatively slow, particularly given its limitedcontribution to GDP.

    Myanmar is expanding the labour market for migrants to apply for jobs. The Overseas Employment Agencies send workers to Thailand, Malaysia, Macau, Japan and Singapore and have recently made an agreement with the UAE. Migration to South Korea is through a government-togovernment system.

    Following rapid economic growth during the 1990s, inflows of migrant workers from neighbouring countries increased dramatically. It is estimated that migrants now constitute approximately 5-10 per cent of Thailand’s labour force, primarily employed in agriculture, construction, fishing and seafood processing, manufacturing and domestic work.

    The developmental impact of migration in Viet Nam is significant. Each year, approximately US$1.6 billion is sent in remittances. Nine provinces with a concentration of designated ‘poor districts’ are eligible to apply for subsidies to facilitate overseas migration.
