Capacity building – employers’ and workers’ activities

The ILO’s unique tripartite structure means that the GMS TRIANGLE project is often able to work with governments, employers and workers’ organizations in all facets of project activities.

Trade union and labour organization partners run Migrant Worker Resource Centres in Thailand and Cambodia and support migrant workers in other project countries. With the assistance of GMS TRIANGLE, peak workers’ organizations in each of the six countries have developed an action plan to enable rights-based policy formation, collaboration and service provision to migrant workers. Trade union confederations in Cambodia and Thailand have agreed a cross-border Memorandum of Understanding to coordinate their support to migrant workers.

Working with employers and recruitment agencies

GMS TRIANGLE works with employers and recruitment agencies to ensure sustainable solutions do not harm businesses. The project has supported the monitoring and evaluation of a Code of Conduct for the Vietnamese Association of Manpower Supply, training for Cambodian recruitment agencies and the guidelines for employers of migrant workers, including on occupational health and safety.

Sectoral initiatives

  • Given the high proportion of migrant workers engaged in fishing and domestic work, the project has a particular focus on these sectors.
