The Handbook was launched by Mr. Numan Özcan, Director of the ILO Office for Turkey, and Ms. Asya Varbanova, UN Women Turkey Director, in the “Conference on Ending Violence and Harassment in the World of Work” held in Ankara on 4 December 2019 to draw attention to the importance of ratifying the new ILO Convention adopted in June 2019 to combat violence and harassment in the world of work.

The Handbook authored by Dr. Jane Pillinger, a researcher and advisor on gender, social change and justice, defines the conceptual framework on violence and harassment against women in the world of work and its consequences, while setting out international and regional legal and policy frameworks. It also draws a clear outline for duties and responsibilities of state and non-state actors on the issue.

The handbook emphasises, through concrete cases, the importance of social dialogue as a primary founding value of the ILO, i.e. the effective and decisive cooperation between governments, workers and employers as well as all other relevant actors in eliminating violence and harassment against women.

Setting out a transformative approach to ending violence and harassment against women, the Handbook includes promising policies, strategies, campaigns, initiatives and best practices to tackle violence and harassment against women in the world of work, systematically bringing together lessons learned from best practices and works carried out during these practices.
