Numan Özcan

Numan Özcan was born in Ankara in 1977.

He studied Political Science and International Relations at Boğaziçi University (Istanbul, 1998), and obtained masters degrees on International Business and Management from the University of Westminster (London, 2001), and on International Relations from Gazi University (Ankara, 2002).

Mr. Özcan started his career as International Relations Expert at Hak-İş Trade Union Confederation in 1998. Later on, he established his own company on international business risk consultancy in 2002. He, then, moved to the public sector for working as contracts manager for EU-funded social projects at the Central Finance and Contracts Unit (CFCU) under the Treasury in 2004.

Between 2005 and 2015, Mr. Özcan worked as the Sector Manager for Social Policy and Employment at the EU Delegation in Turkey. His responsibilities included political dialogue and monitoring the reform process in Turkey’s alignment with the EU in the social policy and employment area in terms of legislation and implementation; as well as participating in the EU-TR accession negotiations regarding the Chapter on Social Policy and Employment. He also acted as the Coordinator of the Human Resources Development Team covering the EU financial assistance on employment, education, health and social inclusion fields.

Mr. Özcan is the Director of the ILO Office for Turkey since 7 January 2015.

He is married with two children.
