This activity is framed within the technical partnership of the ILO and UNICEF with the Ministry of Social Action, Family and Promotion of Women (MASFAMU) through the programmes "APROSOC" and "Strengthening Synergies between Social Protection and Public Finance Management", both implemented with funding from the European Union.

During the 3 days of training, the TRANSFORM programme addressed eight (8) areas including the Legal Framework, Selection and Identification, Administration, Coordination, Governance, Information Systems, Financing and Financial Management, Monitoring and Evaluation, creating opportunities for debates amongst the participants, on mechanisms for the implementation of the National Social Action Plan and the consolidation of the Social Protection system in Angola capable of responding to the needs of the most vulnerable.

In an effort to continue building the capacity of Angolan Government institutions in the area of Social Protection, the TRANSFORM training started in September 2021, and being the fourth session in progress, it now has certified more than 200 Angolan staff members, including Secretaries of State, members of the Auxiliary Bodies of the President and Vice-President of the Republic, National Directors and Technicians from various Ministerial Departments, Municipal Administrators and Directors from Provincial Governments, Heads of Social Action Departments, Parliamentarians, among other policy makers.
