Summary of the evaluation of the National Basic Social Security Strategy (ENSSB) 2010-2014
The evaluation reviews the relevance, effectiveness, efficiency and impact of programmes and actions implemented by the Government of Mozambique under the ENSSB in the areas of: direct social action, productive social action, social action in health and social action in education. The evaluation also includes an analysis of gaps and coherence of the non-contributory system in Mozambique and discusses how key capacity and institutional factors have mediated the implementation of the ENSSB. The evaluation – conducted by the Minister of Women, Children and Social Action (MGCAS) with support from ILO - sets the foundations for the development of the new ENSSB (2016-2024) that was approved by the Government of Mozambique in February 2016
