Regional Director

Mr. Charles Dan was appointed Regional Director for Africa and Assistant Director-General of the International Labour Office (ILO), as well as ILO Special Representative to the African Union Commission (AUC) and to the United Nations Economic Commission for Africa (UNECA), with effect from 1 July 2008.

Mr. Dan’s extensive international experience started with the International Organisation of Employers (IOE) in Geneva, where he served from 1987 to 1994 as Assistant to the Secretary-General, then as Deputy Executive Secretary, and finally as Executive Secretary.

In 1994, Charles Dan joined the United Nations system and moved to the field as Specialist on Employers’ activities with the ILO Multidisciplinary Team for North and West Africa based in Dakar.

 In 1997, he was promoted as responsible for Africa in the ILO’s Bureau for Employers’ Activities in Geneva. From 1999 to 2008, Mr. Dan was a Member in the Cabinet and Senior Adviser to the ILO Director-General.

During this period, Charles Dan was promoted as Director of the ILO Preparatory Team for the African Union Extraordinary Summit of Heads of State and Government on Employment and Poverty Alleviation in Africa (Ouagadougou, September 2004). On this occasion, he coordinated the development of a first-of-its-kind One UN Issues Paper together with FAO, IFAD, IOM, ITU, UNAIDS, UNDP, UNECA, UNIDO, UNIFEM, UN/OHRLLS, UN/OSAA, WFP, WHO, IMF and the World Bank.

As a special assignment, Mr. Dan was also requested to act as adviser for the organization of the ILO Forum on Decent Work for a Fair Globalization (Lisbon, 31 October-2 November 2007) hosted by the Government of Portugal during its Presidency of the European Union with support from the European Commission.

Born on 4 November 1960, Charles Dan holds a Masters Degree in Law from the University of Paris II - Assas (1983) and a Diploma of Higher Studies in Public Law from the University of Paris I Pantheon-Sorbonne (1986). He is also a Graduate from the Institute of Political Studies in Paris (IEP Paris, 1984)
