The fight against poverty and the quest for social justice are central concerns of trade unions and the ILO. The Declaration of Philadelphia reaffirms the fundamental principles upon which the ILO is based notably: that labour is not a commodity; that freedom of association is essential to sustained progress; that poverty anywhere constitutes a danger to prosperity everywhere; and the need to wage a war against want with unrelenting vigor within each nation and by concerted international effort.

ATRAV supports trade unions in their efforts to participate effectively in national poverty reduction strategies and contribute to the UN Millennium Development Goals.

ACTRAV also assists trade unions to build their capacities in the economic and social policies needed to ensure inclusive and employment-intensive growth and development policies.
